Over time, Samir “Judah” Khalaf had begun to provide conflicting title and land plot information and documentation for the subject development property.

It is uncertain if more than one parcel had been solicited to potential US or foreign investors. Jordanian land ownership is generally private, requiring a court order to disclose the information.

The independent fraud report did confirm that the subject land was located in Land Plot No. (34), Section 12 Aljald, in the Ghor Alrama village affiliated to the Southern Shuna Lands Registration Directorate.
